stolen. Neil practices several varieties of odometer fraud,

 If you have been made an offer to settle on a
transaction that you had with Neil, do not take it. Neil
and his attorney, Lawrence Wolk, use a cleaver little tactic
in which they make a payment agreement to Neil's victims,
make a first payment, and then never pay again. By accepting
the agreement and first payment, you omit any chance of
further recovery via court interaction. In both cases we
have seen where Neil so graciously made a payment arrangement
in the favor of the victim, only a total of 3% of the fraudulent
transaction was ever paid back.
